El derecho fi nanciero público es, sin lugar a dudas, la disciplina jurídica más dinámica de entre todas las ramas del derecho que existen en la actualidad. Sus impresionantes cambios se deben sobre todo a los constantes requerimientos de carácter económico que tiene el Estado moderno. Como es perfectamente sabido, en la actualidad el poder público, como encargado de satisfacer las necesidades colectivas, tanto de tipo material, como educativo, cultural y social, requiere de cuantiosos recursos para hacer frente a los gastos que generan su atención y satisfacción. Es por ello que dentro del complejo mundo de las fi nanzas públicas ocupa un lugar preferente el derecho fi nanciero, que es el conjunto de ordenamientos jurídicos que se encargan de determinar las formas y procedimientos del Estado para obtener recursos económicos sufi cientes para hacer frente a los gastos públicos cada día más complejos. |
