Combined evaluation of the European Union's humanitarian interventions in Afghanistan 2014-2018 and DG ECHO's partnership with Norwegian Refugee Counc [Recurso electrónico] / , Servicio en línea - Bruselas: European Union Publications Office, 2019 - 1 recurso electrónico

This report presents the findings of an independent evaluation for the combined evaluation of the European Union’s humanitarian interventions in Afghanistan 2014-2018 and DG ECHO's partnership with the Norwegian Refugee Council (NRC). The country evaluation found DG ECHO to be a key player in the Afghanistan aid context and that it is supporting the synergy between development and humanitarian actions. DG ECHO’s actions were found to be helping target communities to partly cope with immediate after-effects of conflict and disasters. It’s Emergency Response Mechanism and cash assistance were found to mostly deliver need-based response to conflict-affected IDPs. It’s health and trauma-related actions and support to provincial hospitals for communicable disease surveillance were found to meet critical needs. The partnership evaluation found a high-quality partnership existed. Strong evidence of regular, comprehensive and transparent exchange of information at all levels existed. A weakness is some processes were found to be inefficient, there are some lapses in internal communications, and audit requirements come at considerable cost to both DG ECHO and NRC. The key factor influencing perceptions of quality is trust between partners. This was found to be strong at policy level and very strong at country level.
